The product page's hero renders PenFed's Honors-Advantage-boosted rate without stating the condition inline, while the accountable rewards Program Rules give the base rate and the boost separately ("If you qualify for the Honors Advantage program, you are eligible to earn an additional 1 Point per $1"). Honors Advantage is military service or a PenFed checking account — a property of the CUSTOMER, not of the card — and `earn_rate` has no column for that gate, so the boosted categories are NOT published in earn_rate at all. This row exists so the omission is visible rather than silent.
