PenFed's Summary of Terms prints a flat purchase APR and no margin, while its Cardholder Agreement & Pricing prints a margin and no index; the two reconcile only at a Prime Rate of 3.25%. The Reg-Z application disclosure is the accountable surface and is what the fact tables publish; apr_index_rate/apr_spread stay NULL rather than assert an identity that cannot be verified.
